Purpose
----------------
Converts DT scalar format to UTC scalar format.

Format
----------------
.. function:: utc = dttoutc(dt)

    :param dt: DT scalar format.
    :type dt: Nx1 vector

    :return utc: UTC scalar format.

    :rtype utc: Nx1 vector

Examples
----------------

::

    dt = 20010326085118;
    tc = dttoutc(dt);

    print "tc = " tc;

The above code produces the following output:

    tc = 985633642;

Remarks
-------

In DT scalar format, 10:50:31 on July 15, 2010 is 20100703105031. A UTC
scalar gives the number of seconds since or before January 1, 1970
Greenwich Mean Time.
