Purpose

Computes the Hannan–Quinn information criterion from loglikelihood.

    :param df: Degrees of freedom.
    :type df: Scalar

    :param numObs: Number of observations.

    :return hqic: Computed Hannan–Quinn information criterion.
    :rtype hqic: Scalar
